Cargo Tie Down Inspection Field Checklist

A cargo tie down inspection should happen before a load leaves the yard, after the first miles of travel, and whenever the load, route, or weather changes the securing conditions. A strap that looks acceptable from a few feet away can conceal a cut edge, heat damage, damaged stitching, or a bent end fitting. In heavy industrial work, those details can decide whether a shipment arrives safely or becomes a recovery job.

For rigging supervisors, drivers, warehouse teams, and HSE personnel, inspection is not paperwork for paperwork’s sake. It verifies that the securement system matches the actual cargo, the rated capacity is known, and every component can perform under vibration, braking, turns, wind, and road shock.

Start With the Load and Securement Plan

Inspecting tie downs starts before examining the strap, chain, or binder. Confirm what is being secured: its weight, dimensions, center of gravity, contact points, and any tendency to roll, slide, shift, or flex. A crated valve package, pipe bundle, skid-mounted pump, and excavator attachment may all weigh the same, but they need different blocking, attachment points, and tie-down arrangements.

Verify the load’s documented weight whenever possible. Do not estimate capacity from a product’s appearance or use a previous shipment as the only reference. The combined working load limit of the tie-down assembly, the number of tie downs, their angles, and the cargo’s restraint requirements must be suitable for the load and the applicable transport rules.

Tie-down angle matters. A low angle can reduce effective restraint and create more force at the anchor point. A securement plan also needs to address forward, rearward, and lateral movement, not simply hold cargo downward against the deck. Blocking, bracing, chocks, dunnage, and edge protection are often part of the answer, especially for cylindrical, irregular, or machinery loads.

Cargo Tie Down Inspection Before Loading

Conduct the initial inspection in good lighting and with the equipment clean enough to evaluate. Mud, ice, chemical residue, and paint overspray can hide defects or interfere with proper tensioning. If the component identification tag, rating stamp, or traceability marking cannot be read, remove it from service until its capacity and suitability are confirmed.

Web Straps and Ratchet Assemblies

Inspect webbing from end to end, including the section wrapped on the ratchet spool. Look for cuts, tears, holes, broken or abraded fibers, melted areas, severe discoloration, hardened sections, chemical attack, and damaged stitching. Pay close attention to webbing that passes over corners, steel edges, rough timber, or abrasive cargo surfaces.

A strap can be strong in straight-line tension but quickly lose serviceability when fibers are cut or heat damaged. Edge protectors are not optional accessories when the cargo has sharp edges or when the tie down can rub during transport. They protect both the webbing and the cargo finish while helping the strap maintain its intended position.

On the ratchet, check that the handle, pawl, gears, axle, and release mechanism move correctly. The ratchet must lock positively and hold tension without slipping. Do not use a ratchet with bent parts, stripped gears, cracked welds, excessive corrosion, or a release that does not fully engage.

Chains, Binders, and Hardware

For chain tie downs, inspect every link for stretching, twisting, nicks, gouges, cracks, weld spatter, heat damage, and corrosion that reduces section thickness. Compare suspect chain links with adjacent links. A stretched link, distorted profile, or changed pitch is a clear warning that the chain may have been overloaded.

Check load binders for bent handles, damaged hooks, worn pins, cracked bodies, and threads that bind or show damage. Lever binders must be secured against accidental release according to site procedure. Ratchet binders should tension smoothly without forcing, side loading, or thread skipping.

Inspect hooks, shackles, D-rings, anchor points, and other connecting hardware for deformation, cracks, latch damage where latches are fitted, and visible wear. Never assume a trailer rub rail, stake pocket, or fabricated attachment point has adequate capacity simply because it is available. Use designated, serviceable anchor points and confirm their rating where required.

Confirm Ratings Match the Assembly

Every component in a cargo-securement system has a limit. The usable capacity is controlled by the lowest-rated component, not the strongest one. A high-capacity chain does not increase the capacity of an undersized binder, hook, trailer anchor, or connection point.

Read and verify the working load limit markings on chains, straps, binders, hooks, and fittings. Do not substitute lifting WLL for cargo securement ratings without confirming the product is designed, marked, and approved for that purpose. The terms can appear similar, but the application, marking requirements, and equipment design may differ.

Avoid mixing components casually. A replacement hook, extension chain, or connector may fit physically while changing the rated capacity or creating an incompatible connection. For specialized loads or multi-leg arrangements, document the equipment identification, capacities, attachment method, and inspection outcome so the next crew is not left to guess.

Inspect Installation, Not Just Equipment

A sound tie down can still fail if it is installed poorly. Once the cargo is on the trailer or transport frame, inspect the complete system under tension. The chain or strap should run straight between the anchor and cargo attachment point without twists, knots, sharp bends, or contact with cutting edges.

Confirm that hooks are fully seated in their intended connection points. Hooks should not be tip loaded, side loaded, or placed where movement can unseat them. Shackles should be correctly oriented, with pins fully engaged and not substituted with bolts or improvised hardware.

Check that straps are not routed over hydraulic lines, control cables, fragile guards, or surfaces that can be crushed. Chains should not bear against thin sheet metal, unprotected pipe coating, or equipment components that are not engineered as tie-down points. Protect the cargo where necessary, but never use soft packing material to compensate for an unsuitable attachment method.

Tension should be firm and controlled, not excessive. Over-tightening can damage cargo, overload an anchor, deform a frame, or place unnecessary stress on a binder and chain. The right tension depends on the cargo, the securement method, and whether the system includes blocking that carries part of the restraint load.

Recheck After Movement and During Transit

Initial tension rarely stays unchanged. Cargo can settle into dunnage, webbing can seat around an edge protector, and vibration can shift a binder or alter a strap’s position. Make a recheck part of dispatch, not an afterthought once the vehicle is already on schedule.

The first stop is especially valuable. Walk around the load and look for slack, shifted dunnage, strap abrasion, binder movement, cargo contact with trailer components, and any loss of edge protection. Reinspect at required intervals and after hard braking, rough-road travel, severe weather, a load adjustment, or any incident that could have changed the securement condition.

For longer hauls, drivers need a practical way to report defects and obtain replacement equipment quickly. Set Clear Removal Criteria

Crews should not have to debate whether visibly damaged equipment is “good enough for one more trip.” Establish simple removal criteria and quarantine defective gear immediately. Cut or melted webbing, unreadable rating labels, damaged stitching, distorted chain links, cracked fittings, non-functioning ratchets, and binders with damaged threads or bodies should be removed from service.

Do not repair web straps with knots, clamps, stitching, or tape. Do not heat, weld, straighten, or modify chain, hooks, binders, or rated hardware unless the manufacturer specifically provides an approved repair process. Field modifications can erase the rating basis and create a failure point that is difficult to see during the next inspection.

A tagged-out area, inspection record, and defined replacement process help keep rejected equipment from returning to active use.
